recoll: refactor and 1.24.5 -> 1.27.12

Refactor Changes:

- name -> pname + version
- python2 -> python3
- add pkg-config (to find libxslt)
- patch /usr/share/recoll to $out/share/recoll
- remove Makefile patch for macOS that has been merged upstream (
