This changes the use of .so to use the more generic
stdenv.hostPlatform.extensions.sharedLibrary.
This also overrides mono/build/extract_and_copy_hostfxr.sh which uses
the internet and is x86 specific.
Notably fwupd, pipewire and flatpak.
I want to focus on GNOME and other packages I still actually use.
Pipewire is still important but I have not touched the packaging in a while.
Since bazel 6.1.0 there was a change in `install_name_tool` invocation
on darwin: `/usr/bin/install_name_tool` -> `/usr/bin/xcrun install_name_tool`

So interception of `install_name_tool` broke and build in nixpkgs became
less hermetic. It was either picking up host `xcode` or failing if
xcode isn't installed.
Let's update patching script in nixpkgs.

Use --sandbox_debug to see verbose messages from the sandbox and retain the sandbox build root for debugging
