Use correct user on releases (#17806)
- Use the provided `doer` instead of `rel.Publisher`. The code will also run on edited releases and deleted ones, which isn't necessary done by `rel.Publisher`. Co-authored-by: wxiaoguang <wxiaoguang@gmail.com>
